Tokayev calls excess welfare payments populism, orders social policy review

ASTANA. Oct 28 (Interfax-Kazakhstan) – President Kassym-Jomart Tokayev told the government to overhaul social policy so that state aid goes only to people who need it, he said in his annual address on Wednesday.
