ASTANA. July 14 (Interfax-Kazakhstan) – Prime Minister Olzhas Bektenov has demanded that the modernization of Almaty's combined heat and power plant No.3 (CHP-3) be completed by year-end and warned Energy Ministry officials they would face personal responsibility if the project falls behind schedule.
