ASTANA. Nov 15 (Interfax-Kazakhstan) - President of Kazakhstan Kassym-Jomart Tokayev is convinced that the principle of pragmatism should prevail in budget policy, but it is unacceptable to save on social spending, public sector salaries, pensions and benefits.
