ALMATY. April 17 (Interfax-Kazakhstan) - The energy ministries of Kazakhstan and Russia have signed an agreement on joint construction of combined heat and power plants in Kazakhstan’s cities of Kokshetau, Semey and Ust-Kamenogorsk, the Kazakh Ministry of Energy said in a press release.
