ASTANA. Feb 4 (Interfax-Kazakhstan) - The preliminary report on the results of the investigation into the crash of the Azerbaijani plane in Aktau, Kazakhstan, recorded negotiations with dispatchers who warned about the "carpet" plan introduced in Grozny.
