MOSCOW. Nov 8 (Interfax) - The decision made by the eight OPEC+ countries to postpone an increase in oil production by a month from December is due to the onset of the reduced winter season, Russian Deputy Prime Minister Alexander Novak said on the Rossiya 24 television channel.
